Background for this would be the year of 632 or so, when polygamy, slavery, etc would be a norm, not an exception. Conduct as in Surah 4:24 would be pretty normal too. There was no reform here ever since. Islamists may endorse this type of conduct explicitly. For example in a IS song in Russian, they promise to do, well, all of the above (kill/enslave males and 'concubine' females). European refugees is a different story, but presumably there is a leaning towards this type of common cultural background. There is probably no simple solution.
