Not exchanged, twice
According to his attorney, Russian citizen Ruslan Jupalovich Gadzhiev was held prisoner by Ukraine from 23 January 2015, and since that name remains in SIZO in Artemovsk, Ukraine. He was sentenced to 15 years in prison, for his membership of DPR military forces. In early August, 2019 his sentence was lifted by an appeals court, and his case was forwarded to court for reconsideration. In late August, the motion with exchange started. As a result, Gadzhiev pleaded guilty for the second time so that the matter could be resolved by a pardon by Ukrainian president. Before the exchange, around September 6, all other cases were resolved one way or another, but the decree with Gadzhiev pardon was not issued by Zelenskii, and Gadziev remained in Artemovsk.
