Introduction of Aleppo City Medical Council (A.C.M.C)

Medical Council is an independent non-profit civic organization, without any political or military affiliation, offers medical services and deals with health issues in Aleppo City.

Aleppo City Medical Council was established by the meeting of the A.C.M.C. General Assembly, held on Wednesday, 24.10.2012, corresponding to 8.12.1433, which consists of all medical staff working for the benefit of liberated Aleppo, including: physicians and dentists, who were 32 at first. Pharmacists, technicians, and nurses have joined the General Assembly, (Provided that the certificates of all categories were recognized by the Ministry of Health of the Syrian Arab Republic). Students of faculties of medicine, dentistry and pharmacy, who were active in the Syrian Revolution, were considered provisional members with the same rights and duties as all members of the general assembly, with the exception of running for the membership of the Board of Directors. Members of the Board of Directors and their president were elected. A.C.M.C. Internal Rules and Regulations were laid down and 75% of members of the General Assembly accepted them.

Installations, where members of A.C.M.C. operate, extend and cover a very large territory of liberated Aleppo, and include six hospitals, five of them are operating and one is under construction, and seven medical points. Hospitals offer primarily treatment services of all forms of war injuries and medical points provide primary care services and deal with cold cases.

Objectives of the Council:

  1. Providing optimal medical services, within available resources, for the injured people affected by the current events in Syria. All emergent and non-emergent cases of civilian and military people are treated for free.
  2. Providing post-operative medical care services for the injured.
  3. Providing physical therapy and rehabilitation needed for the injured.
  4. Providing health care services for Syrian citizens. All forms of care are provided for free, taking into account paragraph (d) of Article 17 of A.C.M.C. Internal Rules and Regulations.

Qualifications (Requirements) for membership:

  1. A member must have a medical certificate recognized by the Ministry of Health in the Syrian Arab Republic and be authorized to work in the medical field, taking into account amendments of Article II regarding medical students.
  2. A member must work at least four days a week in liberated Aleppo.
  3. A member must offer free medical services to the injured by the current events in Syria.

Board of Directors

The Board of Directors consists of nine persons, six physicians, a pharmacist and two technicians, and includes: Chairman, Vice President, Secretary, Financial Officer, Director of Public Relations, Medical Director, Technical & Rehabilitation Director, Director of Operation Room and Pharmaceutical Director.

Functions of the Board of Directors:

  1. Preparation of strategies and action plans to achieve the objectives of the council.
  2. Formation of medical and administrative committees to perform these strategies and plans.
  3. Preparation of the budget, monthly reports and the final financial statements.
  4. Receiving, follow-up and discussion of periodic reports of the sub-committees.
  5. Appointment of directors of hospitals that belong to A.C.M.C. Board of Directors.
  6. Evaluating and discussing the action and performance of all staff members and taking the necessary legal action against those who violate the A.C.M.C Internal Rules and Regulations.

A 3-member Inspection Committee was elected and its functions are as follows:

  1. Observing the implementation of the A.C.M.C Internal Rules and Regulations by all members of the A.C.M.C. General Assembly.
  2. Receiving all complaints to investigate them and send reports to the Board of Directors.
  3. The Inspection Committee is allowed to have access to all financial records, and submit relevant report to the General Assembly.
  4. Directors of hospitals and medical points are not allowed to be candidates in the election for the membership of the Inspection Committee.

Working members are divided into two groups:

  1. Members, who are in paid employment and have been appointed in specific positions with determined functions and salaries.
  2. Volunteer Members, who function under the provisions of the A.C.M.C Internal Rules and Regulations.

A.C.M.C. is considered an essential operating part of the international medical organizations and is ready to provide medical care services and needed assistance anywhere in the world.
