Ukrainian Boeing was shot down by Iran near Tehran in error, while on a high state of alert soon after exchange of strikes with USA, and while communications of airdefense unit with the command was not functioning. Operator mistook the target for a cruise missile and said it was believed that cruise missile attack is taking place.

I am presently pressed with time for a page about this apart from comments already made on main current Ukraine news page and its talk page; if somebody wants to do a page I do not mind either.

The current entry is motivated by Max van der Werff posts and other comments elsewhere describing friend-foe on Tor M1 (saying that commercial airliner transponder will not respond to airdefense friend-foe inquiry and will be seen as a foe). I do not have knowledge how those systems function on Tor M1 or on Iranian airdefense systems in general. But I suspect that Soviet/Russian systems are designed as being integrated into broader air defense + traffic control system, while individual unit has information from its own radar but this requires interpretation and this is not immediately obvious and likely not safeguarded by some sort of bells and whistles. In integrated system, qualified air traffic controllers watch over things and know what's where. If communications are jammed, individual airdefense unit may have hard time figuring what is that they see on radar screen. It is unclear whether operators see targets as classified in some way in this system/similar systems, and how reliable it is, if that is the case. The crew is likely trained to operate the system in a battle or training scenarios, but launch decision is up to commanding officer who may be normally getting info from higher levels. A training video, for public presentation purpose. I note lots of guys yelling on the phone and pretty minimal info on displays not immediately interpreatable for the task discussed, by a nontrained person.
