As posted by the Guardian (see reports below, link given) , this is from what they call "The Syrian National Media Centre," apparent Cham/Shaam Media Office, Al-Ghouta region. Title: 9\4\2013م العتيبة تقصف بالكيماوي للمرة الثانية Google Translated: 9 \ 4 \ 2013 Otaiba pounding with chemotherapy for the second time.

Death Toll: two ducks, two or three chickens, and a pigeon, at least, died from the alleged gas attack. Note also the horizontal shelling damage to walls in this apparent domestic compound. Someone recently blasted their way into this family farm, and rebels are there now. --Caustic Logic (talk) 11:06, 11 April 2013 (UTC)

Syria rejects extended chemical weapons probe - Tuesday 9 April By Haroon Siddique, The Guardian Middle East Liveblog, April 9, 2013:

The Syrian opposition claims that government forces have deployed chemical weapons in Damascus suburbs. ... The Syrian National Media Centre said the latest alleged chemical weapons attack took place in Otaiba, in Eastern Ghouta, in Damascus Suburbs. It said:
Assad's forces suddenly withdrew last night from their locations around the Otaiba town, so [the] FSA leadership suspected the situation and gave order to all their fighters there to wear gas masks as a safety precaution. At 4am Assad's forces targeted the town with three rockets of chemical gas, which led to the death of a group of animals.
